- Confirm whether pickup, export declaration, freight, Japan import clearance, duties and taxes, inspection charges and final delivery are included or excluded
- Identify the Japan importer and confirm the agreed Incoterm before booking
- Prepare a commercial invoice and packing list with consistent cargo descriptions, quantities, values and weights
- Carrier documents and additional permits or certificates depend on the mode and commodity; review them before shipment

Japan Customs describes the basic sequence as import declaration, document review and any necessary inspection, payment of applicable duties and taxes, and import permission. Goods regulated under other laws may require permits or approvals before customs clearance. The importer is responsible for the declaration in principle, although a registered customs broker may act as an agent.
